Minutes of the Parish Council Meeting

held on Wednesday 15th March 2006

At 8.00pm in the Village Hall

5.         Matters Arising:

 

5.1.   Playground:    
There was only one response for someone to take on the repairs and monitoring and work has now commenced on rectifying the most urgent areas as identified in the recent inspection report. Progress to be reported at each meeting.

 

 

 

 

 

 

5.2.   Sports Field:   
The clerk reported that he had received a letter from Mr Ashe advising that their next step is to seek a report from a chartered surveyor on the terms to be agreed. AN mentioned that this had not been raised at the Poors Trust meeting and would enquire as to why this is required.
MF had started to erect the new pedestrian gate but had been requested to stop as the position chosen was considered too close to the front window of Mr & Mrs Gascoyne and possibly too near the bend in the road. Mr Gascoyne wished to congratulate the parish council for suggesting such a gate and it was agreed that the gate position be reviewed in the light of the NCC offer of extending the pedestrian paving along to the chosen gate location, the visibility from the bend in the road and regarding proximity to households.

 

 

 

 

 

5.3.   Sluice Gate Fencing:    No action or response yet from the Environment Agency. The clerk to continue to chase.

5.4.      Council Web Site      It was explained that this site is for the whole parish to use. It was agreed that the clerk discuss with A Norman the best way in which the parish council can use this site. The clerk mentioned a repeated offer from “The Channel” of free assistance to set up a web page to link with an existing site or to provide a new site if required.

 

 

 

 

5.5.      Notice Board            On-going  

 

 

5.6.      Composting              A meeting of the steering group had been held and a planning application can be made, the cost being £132.50. Proposed by MF; seconded by SR and agreed.. David wear had agreed to be the main contact. MF to place an article in the parish magazine.

5.7. Parish Tree Warden     Mr & Mrs Gascoyne offered to take on this role. PC explained the basic function and said he would pass on an information guide on this role. He also mentioned that there are courses available.

 

 

 

 

5.8        Local Development Framework         A meeting had been held on 8th March at which 30+ people attended. PC tabled a letter from Sir Philip Dowson stating that site 604a  adjacent to Heath Road is not to be available for housing.. There were considerable points of opposition to each of the sites and these views to be passed to South Norfolk Council (Copy on Council minutes only). It was suggested the clerk write to thank Sir Philip for his letter.

8.   Parish 10

8.1.    The Geldeston signpost for Geldeston at the Gillingham Road/Gillingham Dam junction is missing. Car parking at this junction and at the westerly bends of Gillingham Road were again raised as being hazardous.

 

 

 

 

9.     Committee Reports

Development  &  Parish Plan –

Nothing other than that reported on LDF this month re development.
Parish Plan final grant request submitted on the promise of getting the required 3 copies of the Parish Plan and final Action Plan to the Rural Action East by the end of the month.
AN tabled and proposed acceptance of a new Action Plan sheet covering building developments, seconded by SR and agreed. The clerk to add to the draft copy.

Finance – Internal review accounts in need of completion.

 

 

 

Emergency Planning – The clerk has requested another flood management meeting with SNC and Broads Authority.

 

 

 

 

Snakes Lane/Sandy Lane – Outstanding but now stressed as urgent to revive.

 

 

  

 

Village Hall – Some help offered by ladies within the village to make up the required curtains. AGM set for Monday 3rd April. At 8 pm. Village hall accounts now included on the web site.

 

 

10.  Finance
 Insurance cover:  All persons working for the PC on a regular basis (including volunteers) are required to be notified to the insurers.

Monthly account statement for March meeting tabled and discussed.
